Proposed Session Description
For more than a decade, Massachusetts has been ranked in the top two in ACEEE’s State Energy Efficiency Scorecard. While the Commonwealth has developed nation-leading energy efficiency programs, it is also true that certain residents such as renters, English-isolated households, moderate-income residents, and certain small businesses experience barriers that make them less likely to participate in energy efficiency programs. Chelsea, the smallest city in Massachusetts and an environmental justice community with more than two thirds of its population identifying as Hispanic or Latino, is one of several frontline communities working to expand access to energy efficiency programs in partnership with local community-based organizations, National Grid and Eversource, and All In Energy, a non-profit working to accelerate an inclusive clean energy economy. Through their participation in the Mass Save Community First Partnership, a funding and technical assistance program targeted at underserved communities, Chelsea and others have increased participation in Weatherization, heating and cooling upgrades, and small business retrofits by up to 270%.
