Aggressive action is necessary to mitigate climate change by significantly reducing the carbon impact of our built environment. While the Commonwealth and many communities have made commitments to achieve carbon neutrality by 2050, Boston and Cambridge specifically are on the leading edge of implementing requirements around existing building carbon emission reductions. It is expected that the number of communities with these types of requirements will increase. Carbon emissions tracking has started to move building owners toward benchmarking their existing buildings’ carbon impact and developing long-term plans for compliance, with an eye on minimizing the capital and operating costs of compliance. We will review a new “Zero Over Time” evaluation and planning process we have recently implemented for two affordable housing developments, on an elderly building in Newton, and a scattered site development in Boston. We will discuss how we have adapted the standard energy auditing process and deliverables and integrated it with each development’s unique physical and financial circumstance to create a Zero Over Time Plan.

Learning Objectives
Attendees will acquire a deeper knowledge of the basic parameters of the carbon emissions reductions actions that are being required in MA.
Attendees will be able to describe how those requirements translate into an actions for reducing carbon (either all at once or over time) to comply with the regulations.
Attendees will be able to evaluate the different pathways available to achieve carbon neutrality and understand the factors that may result in preference for particular strategies.
Attendees will be able to start to implement a similar evaluation and planning process for affordable housing developments.

This session builds on one related to electrification of affordable housing that I presented in coordination with Emily Jones at LISC at NESEA 2021. This session represents the next step in planning that affordable housing owners are going to need to do this work in a practical way that will not compromise the financial integrity of their developments.

I plan to T the presentation up, and then hand it off to two young, diverse engineers from New Ecology to review the technical details of each case study. We will field questions after the presentation.

Full Description
Massachusetts is currently facing the dual crises of climate and affordable housing. Careful planning and thought will be necessary to ensure that we don’t negatively impact the viability of our existing affordable housing resources as we do the necessary work to reduce their carbon impact. This session represents two of the first examples of teams actively engaging these issues and moving towards strategy implementation.
