Under Senate Bill 129, enacted in 2017, the NHPUC is required to develop a program or programs using a portion of the Renewable Energy Fund (REF) to directly benefit LMI residential customers. Parameters for the program include no less than 15 percent of the REF shall benefit LMI residential customers, a LMI community solar project is defined as a ground or roof top solar array that directly benefit at least 5 residential end users, and where at least the majority of the end users are at or below 300 percent the federal poverty guidelines. The Low-Income Community Solar Act of 2019 (SB 165) provides a 2.5 cent per kwh addition for the development of LMI community solar projects. To date, a handful of these projects have been built in NH, including Mascoma Meadows Cooperative in Lebanon and Keene Housing Authority in Keene. The Organization for Refugee and Immigrant Success is currently under development. To make these projects work ReVision has utilized funding from the NHPUC, Power Purchase Agreements, and charitable donations. Hear the lessons learned and challenges of this program using examples of current and past projects.

LMI Community Solar projects reduce living expenses and provide environmental benefits for those who otherwise may not be able to participate in current net metering solar programs. It is in the public interest to promote customer choice and energy independence by eliminating market barriers to solar energy that low to moderate income residents face.
