States are in the early stages of rolling out building decarbonization policies designed to meet aggressive carbon reduction goals. These strategies will leverage existing energy-focused activities from a variety of sources, including utilities, state and local governments, and private sources or partnerships. Utility energy efficiency programs can be a key driver in these policies, provided decarbonization goals are integrated into existing processes and business models. One key part of this integration is an evolution of current EM&V practices. NEEP has developed a building decarbonization EM&V framework centered on state goals, Advanced M&V (M&V 2.0). M&V 2.0 will allow for comprehensive evaluation of state decarbonization goals and embed these goals into energy efficiency programs. The traditional EM&V approach evaluates and verifies energy efficiency program performance on an annual basis, looking at costs and savings. Advanced M&V (M&V 2.0) looks transform EM&V into a policy implementation accountability process to set and measure decarbonization, resiliency, and equity goals. It does this by identifying metrics tied to state policy goals, providing access to data at more frequent intervals, and allowing for better accountability and transparency in programs. This discussion will introduce the process of Advanced M&V 2.0 and highlight key policies areas that can be integrated as states pursue policies to decarbonize the grid.

This session will explore ways to embed climate, equity, and market transformation metrics into state energy efficiency plans. This will ensure that energy efficiency, lowest cost resource, is implemented in a way that compliments state climate and equity goals.
