Proposed Session Description
The NESEA region is leading the building industry toward zero carbon and zero energy buildings. Still, one essential step to getting there is by states prioritizing the adoption of the 2021 International Energy Conservation Code (IECC). The 2021 IECC is arguably the most significant iteration of the IECC because this version of the code increases building energy efficiency by almost 10 percent and reduces greenhouse gases by almost 9 percent over the 2018 IECC. These energy efficiency improvements are essential for the NESEA region because they will increase the Northeast’s progress towards zero energy buildings.
This session will address the most recent energy codes (2021 IECC, ASHRAE 90.1-2019, ASHRAE 189, IECC Zero energy appendixes), regional zero energy codes (MA, DC, NY), and how states in the NESEA region must prioritize their adoption to bring the region toward zero-energy buildings proliferation. Attendees will learn which states are already adopting the 2021 IECC, what systemic barriers to code adoption exist, and the multiple ways the 2021 IECC and zero energy codes will benefit the Northeast, including workforce development, climate equity, and improving the health and comfort within the built environment.
Diversity and Inclusiveness
This session addresses climate equity by discussing how up-to-date building codes not only make buildings more energy efficient, but also improve buildings indoor air quality, climate resiliency, and fire safety. This session will also focus on how states can use the code adoption process to boost their workforce and allow more communities, especially those most impacted by climate events, to be actively engaged in the process to ensure their voices are heard.
Learning Objectives
Analyze the requirements of the most recent energy and zero codes and how they differ from past IECC iterations.
Assess the discussion between states in the NESEA region regarding the 2021 IECC and how it fits into their respective building decarbonization goals.
Explore how we can overcome systemic barriers to code adoption, including stakeholder resistance and costs.
Discuss how states can use the codes and standards to further benefit their communities through workforce development and increasing climate equity.

Full Description
This session is crucial because it will address how adopting the 2021 IECC and zero energy codes is an essential step states in the NESEA region must take to mainstream zero energy buildings. It is also an important session because it will help attendees understand the systemic barriers to code adoption that hinder states from adopting the most up-to-date codes and standards. Finally, this session will teach attendees how adopting up-to-date codes can improve health and comfort and how states can use the code adoption process to create more jobs and increase climate equity.
