Proposed Session Description
Con Edison and NYSERDA are promoting electrification throughout NY and creating partnerships to incentivize customers on the path towards whole building electrification. This session will review three programs: the recently completed Con Edison Westchester Oil-to-Electric Pilot, the newly launched Electric Advantage program, and recently published measurement and verification (M&V) results from a NYSERDA Heat Pump Study and share results, costs, motivations and findings of these studies.
Why is this session important?
This session will reveal that full electrification of existing 1-4-family homes in the NY area is possible at reasonable costs. Presenters will provide an innovative example of how to take the “problem” of aging natural gas distribution infrastructure and turn it into an electrification opportunity. Furthermore, this session presents a program structure that may serve as an electrification solution framework for other utilities to learn from, particularly those supplying both electricity and gas. The Oil-to-Electric pilot successfully transitioned 20 homes belonging to low- and moderate-income families from oil-fired space heating to full electrification with cold climate air source heat pumps and other electric appliances. Data will be shared on the outcomes of the program, including the solutions implemented, lessons learned from installations, customer satisfaction and participation motives, and costs of the work. Presenters will also provide a summary of the energy and utility cost analysis results from the earlier NYSERDA Downstate Air Source Heat Pump Demonstration, where similar electrification projects were completed on 20 gas and oil heated homes in the NYC area. Insights from the Oil-to-Electric program and NYSERDA study are now being used to scale Con Edison’s new Non-Pipeline Alternative program, Electric Advantage. The program consists of targeting suitable gas pipes for retirement, rather than scheduled end of useful life replacement, via full building electrification, thus removing the need for customer connection to the Con Edison gas distribution infrastructure system. Learn how Con Edison and NYSERDA, in partnership with MaGrann Associates and Centsible House, are recruiting, educating and incentivizing customers on their path to whole building electrification. The regulatory framework and data on feasibility, motivations, costs and benefits can be used by other states, utilities and building owners to undertake whole building electrification efforts.
