Building decarbonization is increasingly being recognized as one of the most important tools available for reducing society-wide greenhouse gas emissions, and achieving New York's ambitious goal of an 85% reduction in building related energy use by 2050. NYSERDA is developing two roadmaps to lay a path for how building decarbonization can occur in New York. The Carbon Neutral Buildings Roadmap (CNBR) is an iterative, 30 year planning document that outlines the policies, technologies and programmatic areas that will achieve a radical reduction in the carbon emissions of buildings. Solutions include envelope and other energy conservation measures, smart controls and load shifting, electrification, and onsite storage and generation to drive deep decarbonization across varying building sectors, typologies, and geographies. The Building Electrification Roadmap is a companion document with a 10 year outlook, focused on removing barriers to electrification, and dramatically accelerating the adoption of heat pump technology in NY buildings. Energy equity and environmental justice in implementation of New York’s decarbonization goals are critical to its success. Over 40% of New York’s households are characterized as Low- or Moderate-Income (LMI): 4.5 million households in total. Climate change heightens the vulnerability of these communities which bear environmental and socioeconomic burdens as well as legacies of racial and ethnic discrimination. clean energy investments are a critical opportunity to advance social and economic justice for disadvantaged communities statewide. The decarbonization transition for New York’s affordable housing and Disadvantaged Communities will involve similar technologies and performance targets as in market-rate housing and other communities. This approach flows from the Climate Act’s goal that 40% of the benefits from all clean energy investments, and a minimum of 35% of all benefits, go to Disadvantaged Communities, and from New York’s goal of improving energy affordability by reducing energy burden of all residents to no more than 6% of household income. Unique opportunities exist in decarbonizing these communities; however, a different set of strategies will be needed to achieve the transition, specifically calibrated to the realities faced by regulated and unregulated affordable housing, with flexible solutions that evolve over time. This presentation will also cover New York’s four-part vision for building decarbonization in LMI housing and Disadvantaged Communities: 1) Electrification while preserving affordability, prioritizing 2) LMI and DAC investments first, efforts underway to develop 3) community-led strategies and initiatives, and the state’s vision for 4) long term benefits to these communities. It will discuss the key principles for energy equity and climate justice, and will describe several implementation efforts underway to lead market change through via collaboration with those in disadvantaged communities. Current initiatives include an electrification pilot, the Raise the Green Roof initiatives, and a statewide energy equity collaborative. This session will describe: (i) the CNBR’s priority policy recommendations, and certain preliminary modeling results; (ii) early stage findings from the Building Electrification Roadmap, and (iii) NYSERDA's emphasis on energy affordability and equity issues that must be prioritized in New York's transition to a decarbonized building stock.
