NYCHA’s Permanent Affordability Commitment Together (PACT) projects are an innovative PPP partnership formed address issues of affordability at over 70,000 units in NYC. The PACT program takes a holistic approach in evaluating comprehensive capital needs upgrades, paired with deep energy renovations, that enhance property management, and expand on-site amenities and social services. Presenters will explore the decision-making process throughout DD and scoping, at a PACT cluster in the Bronx.
Why is this session important?
Existing buildings represent the majority of buildings that will be in use in NYC over the next 50 years. Upgrading these assets to meet aggressive new energy and emissions targets, defined at the state and city levels, while continuing to provide quality affordable housing with minimal disturbance to tenants poses serious challenges. The PACT projects are at the forefront of determining the balancing act of improving the quality of living for occupants, while developing a roadmap for comprehensive energy and capital needs investments.

Round 1: MaybeNYCHA presents a unique challenge and requires unique solutions to time and fund retrofits of existing buildings. I would like the submitter to focus on scalability and replicability of these solutions outside of NYCHA

Adding more quantitative elements to their presentation - what was the improtance of energy modeling in developing scopes? Early meetings with all development partners; Architect developing scopes; MEP and GC working together to work through what is possible; whole building energy modeling from Magrann based on historical performance; underwriting savings to stretch financing; GC working in tandem to price out these options.  These PACT projects are well funded for the design phase and are working through difficult and new challenges that will be representative of a lot of the NYC building stock. Building out a well-funded road map with all of the partners involved that could be translatable/scalable to NYC tenant in place retrofits. PACT has changed since it was first introduced, sustainability measures and requirements are greater, more needs to be considered but there is more funding to support that design process. Will serve as a HUGE example of what works and what does not. Very public example of what could go wrong but also what can go right. Taking the time to understand the operational impacts and maintenance implications. Generational opportunity to do what needs to be done across tens of thousands of units.  What does it take to hit LL97 targets? What does it take logistically and cost-wise to electrify? How can the project team ensure that the on-site management teams can properly maintain the systems? Exploring DHW electrification (first cost, life-cycle cost, space available, remediation). Taking the entire project off of campus steam. How was the NYCHA team an asset through this process; providing access to the buildings, working through financing constraints and development priorities, understanding NYCHA's requirements and what was necessary versus nice to have. Importance of modeling when mapping large projects for affordable housingEnergy modeling usually cost prohibitive to get this level of detail in the planning stage. New York City Housing Authority’s (NYCHA) Permanent Affordability Commitment Together (PACT) projects are an innovative partnerships between public, private, and non-profit entities formed address issues of affordability at over 70,000 NYCHA units throughout New York City (NYC). The PACT program takes a holistic approach in evaluating comprehensive capital needs upgrades, paired with deep energy renovations, that enhance property management, and expand on-site amenities and social services. These projects are tackling some of the most difficult and pressing questions NYC faces as it looks to decarbonize buildings and while improving the lives of tenants. The issues are complex and varied, with questions like, “How do you maintain and expand affordable housing while developing cost effective capital needs upgrades and electrification scoped to existing buildings? How do we embed and tackle strategies that enhance occupants health and well being, while also planning for the future weather and climate risks?”. This session will explore the decision-making process throughout the design development and scoping of one of the PACT clusters consisting of 7 buildings, 423 dwelling units in the Bronx. Speakers from the developer, energy and sustainability consultant, and architectural firm involved in developing the scope will share their experience in the efforts to understand the energy and operational cost impacts, first costs, long term performance, and occupant health and satisfaction of potential project scopes and how this informed the final approved project scope.
