Proposed Session Description
Building Performance standards have progressed to the point where building owners are now taking steps to comply. Boston’s Building Emissions Reduction and Disclosure Ordinance (BERDO 2.0) is no exception. This panel will describe the policy and regulatory development, the city’s efforts to ensure equitable outcomes including the Equitable Emissions Fund and share examples of implementation successes from the building owner perspective.
Diversity and Inclusiveness
Boston went through rigorous community engagement exercises to make BERDO2.0 equitable. This session will highlight the results of that outreach including the responsibilities of the review board and the establishment of the Equitable Emissions Fund. There is potential to incorporate DEIJ concepts into the building owner perspective as we just starting the hunt to find this panelist.
Learning Objectives
Building Owners who have to comply with a BPS will be given an idea of what compliance looks like. What steps can and should be taken and how challenging it is. Policy makers / program designers can learn from the building owner experience and rethink or bolster their suit of program resources.
Learn how BPS can be equitable and how to establish a fund to channel money to building owners that need support
Understand the importance of having an advisory board as a part of a BPS
Understand the origin and policy mechanisms behind BERDO 2.0

A similar session focused on the DC BEPS was presented at the 2023 ASHREA Decarbonization Conference in Washington DC in October. It was a really good session and we wanted to recreate it with a focus on Boston instead of DC.

Andy would be the session moderator, not a panelist. We are looking to engage a building owner to be a third panelist. We have some leads but do not have anything set in stone at the time of this submission.
Anything else you'd like to tell us about your session proposal?
I understand that The City of Boston is proposing a BERDO focused session that will focus on recent updates to regulations and tools building owners can use to plan for compliance. I am unsure how you feel about having two BERDO sessions. I am willing to work to make the sessions distinctly different. Hannah Payne from the City of Boston was on board with this session proposal and I imagine would also be open to helping shape these two sessions so they are different. Or perhaps there is opportunity to merge?

Full Description
This session will bring the public perspective to the Building Performance Standard (BPS) conversation. BPS sessions to date have revolved around policy makers, regulators, EM&V gurus, etc. This session will include the perspective of a building owner who has to navigate the standards. what has their experience been? How is their building preparing for compliance? The panel will focus on Boston and explore the roll of the review board and the equitable emissions fund. BERDO 2.0 is making Boston buildings more resilient and this session will show that work happening.
