Proposed Session Description
MassDOT’s new all-electric high-performance net-zero facility, Cental Regional Headquarters, is an 80,000 SQFT office building occupied in 2022 with 1-MW PV system and car chargers. The building has triple glazed windows, VRF with decoupled heat recovery VAV DOAS ventilation system, and multiple layers of control. The building experiences comfort, glare, control issues, etc. I will examine the causes and solutions employed to mitigate.

As the Post Occupancy Commissioning Agent, I was hired to complete the new building commissioning project and find solutions to persistent comfort and building control problems. The contracted Commissioning Agent stopped supplying commissioning services and did not complete the job. The Architect and Engineering firms had closed shop. I perform forensic engineering to correct issues in an occupied building. This is my favorite type of project. This is the first high performance all electric building I have worked on. I applied all my experience and training I received from PHIUS and NESEA to this project to determine the root cause of the problems and engineered solutions.

Full Description
If the solution to climate change is high performance all electric buildings, they have to perform! After 40 years in this business, I have seen early adaptors produce poorly implemented and the technology never gets a chance to become the industry standard because they get bad repetitions. Repetition is critical! Critics will simply say high performance all electric buildings do not work therefore we will not build them. Making the same mistake again and again is a death sentence. To get widespread adoption of these technologies' implementation has to be correct. It is time to learn from the details of maximum application.
