This presentation will describe critical steps to develop a holistic foundation, inform alternatives and guide decision-making. Case studies will balance obstacles and opportunities, budget constraints, ongoing capital needs, operating and maintenance costs, and overall performance goals. Drawing on these studies, the panel will outline questions that should be asked and review information needed to adequately evaluate options, consider phasing, and define project parameters.
