Proposed Session Description
The City of Boston will present an in-depth walkthrough of how property owners can estimate their emissions and develop plans for compliance with Boston’s Building Emissions Reduction and Disclosure Ordinance (BERDO). We plan to demystify the reporting and compliance process as a whole and explain newly passed regulations using a few example buildings. The session will include a demonstration of new public tools that can be used to help estimate emissions and plan for compliance with BERDO.
Diversity and Inclusiveness
This session will include at least one example of an affordable housing project that is subject to BERDO. Presenters will emphasize the aspects of BERDO, like the Equitable Emissions Investment Fund, that are designed to advance equity in the implementation of the ordinance.
Learning Objectives
Develop plans for BERDO compliance
Explore new tools for assessing building emissions and BERDO emissions limits
Understand how BERDO’s regulations on flexibility measures may impact a building owner’s plan for meeting emissions limits
Provide feedback to City staff on points of confusion and opportunities for improvements
Has this session been presented before?
No
Additional Comments
We presented a similar session at NESEA 2022, but that was prior to the passage of regulations for BERDO and the development of new tools to assess emissions compliance. The 2024 session will be for an audience already familiar with the basics of BERDO and will focus in detail on how buildings can plan for emissions standard compliance.
Target Audiences Level of Expertise

Full Description
2025 is the first year that large buildings in Boston will be subject to emissions standards set by BERDO. It is important that building owners and energy professionals are familiar with the full scope of requirements and pathways for compliance. It is also important for the City to hear questions and feedback from building professionals who are working with owners on BERDO compliance.
