Proposed Session Description
Carbon emission reduction goals, ESG investor pressures and property marketability are significant drivers of change that are encouraging the adoption of energy efficiency, resiliency and renewables across the built environment; however, commercial property owners ultimately answer to a profit motive that constrains the flow of capital towards electrification and other technologies with long payback periods. To clear this financial hurdle, Boston, the state of Massachusetts and dozens of cities throughout the nation have recently adopted a program to fund green projects with private capital. "Understanding Boston's New Energy Efficiency and Renewable Finance Tool: C-PACE" introduces the New England commercial real estate community to the program using examples of completed projects across the nation. Case examples will include a discussion of eligible measures, property types and high level project finance analysis. Additionally, speaker(s) will provide an update on regional programs, their implementation and opportunities for improvement and/or further expansion.

D&I is an important aspect of several PACE programs nationally, including Chicago PACE (the program CounterpointeSRE runs on behalf of the City of Chicago) as wel as Philadelphia. Programs in formation and just underway in their development across the New England region can consider and may be encouraged by attendees to include this important aspect of social good in their program design.
Learning Objectives
Attendees will be able to analyze their own, or a client's project eligibliy for program financing across four important spectrums: property type, property use, savings potential, and energy efficiency/renewables measures deployed
Estimate the general financial terms of a PACE assessment for themselves, or a client.
Distinguish between eligible project types with an understanding of state and regional program differences that will affect national vendors or property owners operating in multiple regions.
Advise clients or property owners on the necessary documentation required to apply for program financing and identify several state, local or municipal starting points for application and funding. (Presentation is not a solicitation to a private enterprise)

The PACE program is new to Mass and is generally "in development" across VT, ME, NH. It is active in RI, CT and NY. Program hasn't precisely been presented before, but in other regions across the nation, intro PACE program presentations have been given to many industry groups.

Session Format Details
CounterpointeSRE is happy to moderate a panel discussion among capital providers, program administrators and ESG leaders. We can bring together a panel that includes an energy auditing firm, OEMs such as Trane, and program at the state or local level to facilitate. If state or local programs have similarly proposed to speak, we can particpate with them and combine efforts. Our particular ability is the availability of a nubmer of case studies to fit almost any audience type as well as experience underwriting complex transactions and launching programs in key cities, such as Chicago.

Our goal is to raise program awareness, not to sell our firm's services. Happy to be on a panel with peers, etc. but similarly happy to quarterback the gathering of the panelists indicated herein (as we have done for several presentations in the emerging NYC market).

This session gives program attendees a practical and immediately available solution to the single greatest obstacle to the adoption of clean and energy efficient building technologies: capital. In short, our program introduces a financing solution in the form of a public-private-partnership (available or coming soon to most New England communities) that supports the ESG goals of owners, the economic development goals of counties and municipaliteis as well as the sales goals the conference's prop-tech firms.
