Proposed Session Description
NYS’s aged existing buildings contain fossil fuel boilers and furnaces, outdated HVAC distribution systems and insufficient air sealing and insulation levels to meet the pollution and competitiveness demands of the 21st century and the climate targets established by the CLCPA. Adopting local and state ordinances that address poorly performing existing buildings paired to large scale, state public authority (eg: EFC) funding would support the implementation of the public benefit of decarbonization in the same manner that community wide clean water benefits are supported and would ensure rapid implementation, access for all citizens, a market signal to build scale while tapping the required $40Billion of low-cost private capital.
Why is this session important?
Improving the performance of existing buildings combined with a change to non-carbon heating and cooling would enable community wide public benefits including lowering the emissions of GHGs and other pollutants, improved health and increased economic activity. Government and policy makers are mindful that property owners are unaware of the public harm being caused by poorly performing buildings and are not being adequately served to remediate the causes of these conditions. Furthermore, passive and voluntary approaches to improve existing buildings are not comprehensive or equitable and accessible funding for needed investments does not exist. Adopting local and state ordinances that address poorly performing existing buildings while pairing such mandates with large scale, state public authority (eg: EFC) funding would support the implementation of the public benefit of decarbonization and improved buildings in the same manner that community wide clean water benefits are supported and would ensure:
• Rapid implementation
• Access to building performance improvements and decarbonization for all citizens
• A clear market signal to service providers and supply chains that would build economies of scale, support local economic development + local employment
• Access to billions of $$ of low-cost private capital to fund public benefit services and building improvements
• All properties and citizens participate in the benefit of improved building performance, lower pollution, lower costs and decarbonization.
Diversity and Inclusiveness
The public benefit model requires access to all citizens. This eliminates the barriers of credit, income and wealth. Much like the public benefit of clean water is ensured, the public benefit of building performance and decarbonization would be accessible to all.
