Patrick is the Director of Engineering for NYCEEC. He provides technical due diligence, risk management, and construction surveillance for loan transactions. Patrick assists in the development and implementation of NYCEEC’s policies and best practices with regard to energy efficiency and building technologies. Patrick has diverse experience in energy efficiency and building systems optimization. Working as a consultant in the commercial and industrial facilities sector, he has performed a multitude of investment-grade energy audits, retro-commissioning, and feasibility studies. He also has expertise in energy program development, construction administration, and building automation systems. Prior to joining NYCEEC, Patrick worked as a Project Implementation Engineer for Michaels Energy where he managed energy efficiency retrofit projects from benchmarking through design, construction, commissioning and evaluation. Patrick holds a Bachelor of Science in Mechanical Engineering and Environmental Studies from Iowa State University and is fluent in Spanish. He is a LEED Accredited Professional and a registered Professional Engineer.
Proposed Session Description
With loads of carbon reduction work to do and constrained budgets, this session will walk through how to use Green predevelopment loans as an implementation tool with a focus on the LMI space. We’ll unpack how Green Predevelopment loans were used in the redevelopment of the Greenpoint Hospital Campus in Brooklyn, which will include apartments for extremely low-income and very low-income residents and seniors and a new homeless shelter. The apartment building is expected to achieve Passive House certification by the Passive House Institute. Both buildings will electrify the heating, cooling, hot-water production, and cooking.
Why is this session important?
Financing is a misunderstood and underutilized resource. The Greenpoint Hospital Redevelopment project provides a roadmap for how a coalition of community organizations can design and finance energy efficient, high performance buildings in New York City for LMI communities.

Maybe Round 1 -  This seems like a very specialized tool and option that may not capture a sizeable audience at the conference. Round 2 Reviewer should be an expert in the area of proposal content.

Maybe (leaning to yes)I like that it will be describing a specific project.  My hesistation is I don't know the relative role that Green Predevelopment Loans played in the overall financing of the project.   If this session focuses only on the predevelopment financing, it still might be a very good session.  We are in early stages of exploring electrification of buildings and there are likely significant costs to study the specific use of new technologies in the LMI space.  If this financing made it possible for the redevelopment to be more "green", then it is an important topic.

Round 1 - Yes, but - merge with other financing session. The Pre-Dev loan is NYCEEC's role, so makes sense that's what they submitted, but that's a small component of this project. It would be great to follow the process from Pre-Dev, to completing the rest of the capital stack, to design/engineering, etc. I'm not sure how far along the project is - but this isn't a stand alone session in my opinion, but offers an opportunity to build out a finance focused case study session.

Round 1 Discussion:too narrow - just 1 tool of many. Ask if they might be open to combining with proposal 131.

We didn't have a chance to discuss their proposed topic in detail, but they did express a willingness to participate in the multi-program, multi-session event structure that we discussed in the last committee meeting.  

Diversity and Inclusiveness
A partnership between St. Nick’s Alliance, Project Renewal, and Hudson Companies was designated by New York City to redevelop the site, which has been primarily vacant since 1982 when the Greenpoint Hospital was closed. The redevelopment project is the culmination of years of advocacy by a consortium of neighborhood-based organizations, including St. Nick’s Alliance, for affordable and senior housing in northern Brooklyn.
